Set the Scene
Picture this: a lone man in a crowded mall is wielding a knife and is obviously high on drugs, threatening to kill himself or someone else. Police are on scene to defuse the situation but because of the drugs the man is relentless and refuses to cooperate, and makes a move towards the officers. Does this constitute “use of force” by the police? And if it does, which would be a safer option to both the public nearby and the suspect himself (who by the way is not of a normal state of mind because of the drugs), a taser or a sidearm?
As our technology grows, the police are presented with alternative options in dealing with the public and when use of force is needed. The issue is finding an alternative that is safe for both the officers and the public, while being able to assist in detaining a suspect or criminal, this can be found in tasers. Tasers are an excellent option because they can be an alternative to the use of force; they can save lives and protect the public and are a non-lethal approach to fighting crime.
The Creation and Function of Tasers
The taser was developed in 1974 by a scientist by the name of Jack Cover. It was developed as a weapon. It is a “less-than-lethal weapon,” according to the Department of Justice’s National Institute of Justice, which defines a less-than-lethal weapon as one that is designed to “temporarily incapacitate or restrain an individual when lethal force is not appropriate” (SEMP, 2005, Para 1). This first version of a taser was considered a sidearm because it used gun powder as a charge when used. Later versions were made without the use of gunpowder and they were eventually deemed available for purchase both professionally and privately. “More than 7,000 of the 18,000 law enforcement agencies in the United States currently use Tasers. Police own more than 140,000 Tasers. In addition, citizens worldwide own an additional 100,000 Tasers (SEMP, 2005, Para 7). Law enforcement continues to see the benefits of using tasers as a non-lethal option.
